New BAR Smog Certification Requirements...

For Basic and Advanced Level Smog Technicians

Beginning January 1, 2002: ASE L-1 certification will be required for all BASIC LEVEL smog technicians prior to renewing (or obtaining) their smog license. This is in addition to the current standards requiring the ASE A-6 and A-8 certifications.

As of February 2001: The new OBDII update course is required to have been completed by all basic and advanced level smog technicians prior to renewing (or obtaining) their smog license.

As of July 2002: The Basic Clean-Air-Car-Course is required for all new applicants (and those that have an expired smog license for more than 1 year) to obtain either a basic or advanced level smog license.

BAR Smog Report...

The Bureau of Automotive Repair (BAR) is requiring all licensed smog technicians whose license expires, or new applicants whose applications are postmarked after January 31, 2001 to complete an On-Board Diagnostics II (OBDII) update training course prior to application. The course must be completed at a BAR certified training institution, by a BAR certified instructor.

BAR recognizes that many technicians have already received training on the subject of OBDII. BAR will allow technicians to take a one-time challenge test at a BAR certified training institution in place of taking the course. Those technicians that score 70% and above on the course final examination, will be given credit for the course. If a technician fails the challenge test, the technician must take the complete OBDII course. All technicians whether currently licensed or pursuing a license, may attempt the OBDII challenge test.

NOTE: Challenge test examinees are prohibited from taking more than one challenge test. BAR will electronically track all examinees, and will not accept the results of a second challenge test by an examinee (whether passed or failed). If you are scheduled to take a second challenge test, you must cancel this test, and sign up for the full training course at a BAR certified institution.

If you take the OBDII course first (no previous challenge test), but fail the course final examination, you may take one challenge test in place of re-taking the course. If you fail the course examination, and then fail the challenge test examination, you must take the full course (no more additional challenge tests).

For those technicians that pass the course and/or the examination, the BAR instructor will provide you with a stamped and signed page four of the State's Smog Check Technician application noting the course completion. Submit this original page (no copies) along with your initial or renewal application to the Departments Licensing Division. The Licensing Division will not accept a copy of the signed page four. The course completion document is valid until you submit your license application.

Did you know...

that De Anza College grants 6-quarter units of credit for each ASE certification required for Certificates of Proficiency in the Auto Tech program? Since these Certificates of Proficiency meet Associate Degree major requirements, this means that you also receive credit for work experience towards certificates and degrees. It is a statistical fact that your best education investment in today's world, is the combination of an occupational certificate and an Associate Degree.

Credit is granted upon application for the Associate Degree. Of course, 27-quarter units of General Education are also required. For advice on ASE Certification, Certificates of Proficiency, General Education requirements and Associate Degrees, contact the Department head at 408-864-8312 or your De Anza instructor.
