Public Comment
Cheryl Jaeger Balm: College Council Shared Governance Retreat is scheduled for Friday, October 21. Communicate feedback, objectives, concerns, and desired outcomes for shared governance to Cheryl by Wednesday.
Ravjeet Singh asked if flu shots are for students as well as faculty. Free flu shots are available to students, faculty, and staff, while supplies last, on these dates and times:

There were free flu shots on Club Day last Thursday. Suggestions for getting appointments for Covid booster and flu shots at the same time and not on the same arm.
Zero Textbook Cost (ZTC) Implementation - need
Presented by Shagun Kaur, Communications Studies Faculty, De Anza; ASCCC OERI Open Educational Resources Initiative, Leadership Team. During the last 5 years the group has done substantial training and advocacy work on zero cost textbooks in the California Community Colleges and other state organizations. The legislature has appropriated $115 million, one-time funding to the ZTC (Zero Textbook Cost) Degree Grant program to reduce the overall cost of education and decrease the time to completion for California community college students.
Shagun and Thomas Ray gave an overview of the grant program and implementation plan.
Zero Cost Degree Grant Program
Phase I $20,000: The college has received the funds. They have certified, identified, and plan to launch a potential zero textbook cost degree.
Phase II $200,000 is the competitive part of the grant. The applicants will be scored on a rubric with funding going to those with the highest scores.
Phase III $180,000 requires a plan to be submitted as a product of Phase I. Every college can receive a grant, if they finish Phase I and submit a clear plan for Phase 3.
There are ZTC Grant Implementation Requirements. Shagun highlighted 2 of the 12 points.

11) Use a multi-member team approach to development (faculty, administrators, content-focused staff – librarians, instructional designers, technology experts, and interested CSU/UC campuses).
Academic Senate should call for and appoint faculty rep(s) to this team.
To apply for the competitive Phase II, they need to identify a program that is close to ready or ready for implementation. They could use Phase I money towards something that is submittable by June.
Shagun shared what some of the local colleges are doing. She suggested compiling and curating what is already in the rich OER landscape to create clear pathways that match the ZTC model.
An example from Cosumnes River College: Campus Zero Textbook Cost Program grows to include over 40 percent of faculty.
In addition to textbooks, zero cost applies to the instructional materials for the entire course.
Cheryl will send a call out for volunteers to serve on the team.

Roberts Rules - cheat sheet #1, cheat sheet #2 and commentary
The Senate conducts its meetings under the Roberts Rule of Order that provides the framework and tool for effective meetings. Cheat sheet #1, is a guide used by the PTA. Cheat sheet 2 provides a useful chart to what you can do in a meeting and to end a meeting. People should not speak unless recognized, usually with no time limit. The objective is to get business done in orderly fashion. A decision starts with a motion, it needs to be seconded; most decisions are passed by a simple majority. An amendment is another motion. If anyone is confused, always ask for clarification.
Most decisions require a first and second reading. The Acaedmic Senate typically does not vote until a second reading. This gives representatives a chance to get feedback from their constituents.

Conference and Travel Funds: This year, and only for this year, faculty can apply for up to $1,800. There was reduced conference travel during the pandemic. Apply online on Adobe Sign.
Assembly Bill No. 1887 prohibits state-funded and state-sponsored travel to states on the list.

The 2021-22 Staff Development Program included Faculty Perspectives (13 faculty speakers), Teaching Cafes (11 faculty speakers.) Faculty Cohort Program-Anti-racist tools for teaching writing in STEM.
Discussion on 2022-23 Professional Development Opportunities: There will be classes on teaching skills around different modalities, like hybrid classes, as online education gets more staff support.

Academic Senate Recognition of Indigenous People
There was discussion on how to go beyond land acknowledgements. Do faculty want more action than a statement?
Marc Coronado suggested support for the hiring of a full time NAIS faculty. Other suggestions included book reading, having conversations, and taking classes focused on beyond land acknowledgement.
