    Update- IPBT Funding Plan From Faculty Retirements 

    Pape recapped on IPBT being asked to support online education. Pape shared document with voting rankings on options given and results page, noting the process of rank choice voting.

    IPBT recommends college council to hire 3 faculty positions on the list and, 1 classified instructional designer, and request Senior staff use one time money to hire a dean for remainder of the year and 2022-23 fiscal year with the understanding that permanent funding would come from future retirements, resignations or new dollars allocated to instruction for the 2023-24 fiscal year and beyond.

    Members expressed concerns regarding the specific source of funding for this recommendation. 

    Members of college council approved recommendation. (14 Yes, 1 No, 1 Abstain)

    Holmes thanked members of IPBT for taking a second look at the recommendation, noting that process was not smooth and for College Council members being as comfortable as can be with moving forward with the approved recommendation.


    Shared Governance Task Force

    Referencing to the response letter regarding SGTF Recommendation, Holmes noted that in his position as President,  when College Council sends a  recommendation, his recommendation goes back to College Council.  The SGTF proposal was sent to College Council and his response was directly to College Council.

    Holmes met with the four constituency groups to talk about the recommendation that was put forward. When looking at the proposal, Holmes noted that the Budget advisory committee was an exceptional idea. Mentioning the importance of having representation from other groups including Members of Senior Staff, noting the Budget Task Force membership and how the group is working well. In terms of Shared governance, Holmes wondered the role of that committee. Holmes shared thoughts and questions regarding training, mentoring, and retaining individuals to participate, expressing that better on-boarding for individuals in shared governance is needed.

    SGTF member shared one of the suggestions, as discussed with guided pathways, was to use current funding to employ students with duties to include participating on shared governance, as a start. Members suggested training recommendations, such as initial trainings, focused training, technical trainings, and using the Professional Development Office as a resource to develop comprehensive training to support shared governance. Holmes noted the need of training and importance of having  conversations with committee chairs, tri-chairs regarding training and such tailored to their specific needs and asked members talk to their constituencies about training. Member shared concerns and comments on using guided pathways money, the Office of Professional Development office, due to capacity and developing written documents explaining process and sources of information. Holmes noted continuing conversations on actionable next steps, including guidance from the Professional Development Office. Ray will reach out to their office.

    Holmes discussed concerns/questions on the PAC committee membership, equitable representation, PBTs, process, addressing past issues on new structure and frequency of meetings. SGTF member addressed representation on committee, Senior Admin in an ex officio role, transparency, and a more holistic and agreeable process. Holmes expressed concerns of Senior Administration having an ex officio role, noting that there are 24 members, and 3 votes would not change the other 21 votes. College Council member expresses the importance of clarifying who the PAC reports to, roles and responsibilities and clearly defining what the PAC is- recommending, binding or reporting. A SGTF member noted that ex officio did not necessarily mean it would be a non-voting role.

    When adressing the tri-chair positions in College Council, Jaeger-Balm noted that she is one of the tri-chairs positions that is currently filled, pending Tracy as Classified chair on College Council, conversation brought up as there has not been an administrative tri-chair since December.

    Holmes highlighted that his response to SGTF, does not mean the work will start over, but rather questions that as College Council need to address to come up with a better model than the curent one. Holmes and College Councli members agreed to schedule a College Council meeting prior to the May meeting, after the work contract has rescinded, as suggested by a member. 

    Remarks and next steps include input from Office of Professional Development,  ideas on training and fulfillment on tri-chairs in College Council.
