Minutes for August 10, 2020 were approved with minor updates.
DASB Report
Arushi relayed request from DASB to have a total of four members from DASB: two student senators, as current, plus two students from advocacy groups (VIDA interns, FA PAC, FFSC, etc.) or equity groups (HEFAS, Umoja, EOPS, etc). As part of that request, she requested one student be a quad-chair of IPBT.
In the ensuing discussion, the fact that any changes made to the structure of IPBT at this time are temporary was underscored. In nine months IPBT might not even exist or have a completely different composition with the rebuilding of the shared governance infrastructure. In the meantime, the desire is for there to be as many voices as feasible present for the crucial budgetary decisions due by November 1. When considering inclusion, to be equitable there are many factors to consider. FA representative Tim Shively expressed desire for FA to have a vote, but the point was made by Heidi King that the classified senate represents 5 different unions.
IPBT members voted in the affirmative to have four student representatives: two student senators and two students from advocacy and equity groups. The question of a student as quad-chair will be revisited.
Budget Update & Group Discussion
Christina reported that unfortunately there were no changes to the budget reduction requests due November 1. De Anza College is still charged with planning what is to be cut to reach the $3.5 million for instruction. Question was raised as to why the $11 million deficit is still listed when the District will continue to be fund based on 2017-18 hold harmless level through 2022-23.
Tim Shively further questioned: why is there no revision on the amount of revenue loss for non-resident FTES now that current numbers indicate a lower loss; and, how the break-down of cuts was achieved with the 61% rather than maybe an estimate of 60% for De Anza College Instruction. IPBT members expressed interest in more clarity on basis from proposed amounts of cuts and suggested inviting FHDA Board of Trustee members, Chancellor, or Vice Chancellor of Finance.

Criteria Examples were discussed. Criteria should be designed to illuminate where resources should be placed to succeed in the goal to close the equity gap in each department/program where it exists.
