Welcome and Introductions
Mahato welcomed everyone to the Fall quarter and the new academic year, and everyone introduced themselves.
Review mission and membership
The mission and membership of the Campus Facilities Committee was reviewed. It was noted that there are still 2 classified senate vacancies, and we will continue to reach out to Classified Senate.
Review Best Practices Document for DASG
The Best Practices document for DASG was shared with the membership by Mahato.
Review/Approve notes from April 26, 2022, meeting
The group reviewed and approved the notes.
FHDA Sustainability Action Plan – Draft
Mr. Cadiz, Executive Director of Facilities and Operations shared a presentation (draft) showing the progress of the FHDA Sustainability Action Plan. A brief history was provided about the ESAC (Energy and Sustainability Action Committee). Sustainability has always been at the forefront of the Foothill De Anza Community College District and some sustainability projects are funded by the bond measures and Proposition 39.
The original ESAC committee was created and met formally in 2020. In 2021 the committee began to hold formal meetings via Zoom. The committee created a mission statement, presented the statement to the board for a first read and it was adopted in December 2021. The next task is to create an energy action plan which will encompass the Energy Master Plan. The committee meets every other Thursday and there are student vacancies for both Foothill and De Anza students. If anyone is interested in becoming a member, they may contact Executive Director Cadiz at cadizjoel@fhda.edu.
Joel Cadiz also shared the district is in the process of recruiting and hiring an Energy Manager.
Drinking Fountain Replacement Update
Mahato shared there is a schedule from the district for the drinking fountain replacement project which will identifies construction to start in January 2023 and be completed June of 2023. This is a campuswide project providing drinking fountains with bottle fillers. This project will go out for a public bid process and will be funded with HEERF funds.
Minor Landscape Improvements/Campus Corners
De Anza is using $350k from the state funding, commonly called state scheduled maintenance, to conserve water on the campus. Pictures were shared of some of the proposed materials. There are three areas 3 areas of roadways on the campus that have sprinklers. The project includes removing the sprinklers at the Stevens Creek and Stelling entrance and replacing with bubblers and replanting with drought friendly plants while incorporating river rock in the design. The Stelling and McClellan entrance will also remove sprinklers and receive river rock and landscape upgrades.
There was a question about including the entrance at the Kirsch Center for Environmental Studies (KCES). It was shared that the Kirsch entrance and the Mary entrance were not being addressed just yet. The college has requested the district to paint the sign at the KCES (south facing).
Painting – Fencing and Handrails
The governor allocates state scheduled maintenance dollars each year to community colleges. In the past 2 years the FHDA district was allocated approximately $13m last year for this effort. The district used some of the funds to paint the fencing and handrails at the Mediated Learning Center (MLC) and Campus Center. The next phase of painting that is being considered are additional handrails at the Campus Center and the Advanced Technology Center (ATC).
Replacement of Wood Siding with Stucco Infill
Pictures were shared of the current stucco and wood infills that are part of the exterior envelope (wall systems) of some of the buildings. The existing wood infill on many of our campus buildings is deteriorated due to wear and tear from the weather elements and sun. The wood is a constant maintenance item that requires painting/sealing more often than stucco. In addition to the wood infill there are many doors and window systems that are wood. Those too have deteriorated due to the extreme sun exposure and weather. There are existing examples on campus where the wood wall infill and the wood framed windows and stores have been replaced with stucco and metal or storefront type window and door systems.
This item is presented to the committee as an action item. The proposal is where possible and when feasible to replace the wood wall infill with stucco; and replace the wood door and window systems with metal storefront type door & window systems. Our district standard door face will remain FRP (per the board approved standards).
Upgrading a building to provide a more updated appearance, less maintenance and provide better energy efficiency. Examples of the old exterior wood siding and window system were shown against the newer stucco infill and aluminum, double paned window system. This will give the campus a more updated appearance while keeping the historical value of the buildings. This item was approved.
Mahato shared a presentation about the Measure G Bond program. The district received almost $900m dollars from the community in March of 2020. Due to the pandemic, there have been a few challenges moving forward. The January 2021 Board of Trustees meeting information was shared (Master Bond Project List). The bond is largely focused on infrastructure. Some of the first De Anza projects include fire alarm and suppression system upgrades; building interiors and exteriors (focused first on the restroom buildings L5, S2 and S6); and beach volleyball (formerly softball).
The De Anza Event Center project that will replace the old Flint Center. This project includes a large utility component. The bond list revision (BLR) process was shared and explained. The bond management team works with accounting and the banner software system. Mahato explained each of these items and provided the group with the process as things move forward.
Mahato also provided a brief explanation and presented a timeline of what has occurred so far around the Event Center, the A8 physical plant infrastructure, the removal of the A quad and the new services for students building projects.
The need for the services for students building is a primary focus for the campus. Students should be at the front and center of the campus and have good access to services. This concept was formalized in the most recent Facilities Master Plan.
There will be more engagement in the winter from the District and De Anza, including surveys and community outreach.
Information Sharing/Quick News
- DASG is having a resource fair on November 2, 2022, at the main quad.
- Health Services is providing free flu shots to students and staff. There is a flu vaccine event on October 26 there will be additional clinics hosted in November and December until supplies run out.
- College Operations is reminding everyone to have all shipments delivered to the district
warehouse as De Anza no longer has full time staff to receive shipments. The district
warehouse is set up for receiving and will deliver the packages to the campus and
the end user. A question was asked about possibly having the mail room open regular
full time business hours now that the campus is coming back to in person, onsite instruction,
and work. The mail room position is only funded as a part time position and there
is no funding to return the position to full time at this time.
