Approval of Notes – IPBT meeting notes were approved with minor update.
DASB Report - Grace Lim stated that DASB is finishing up budget deliberations. At the meeting of March 3, 2021 DASB will discuss Juneteenth Resolution, discuss Affordable Housing Resolution (2021), discuss and act on ASFC Juristac Resolution, and discuss and vote on Resolution to fight and define anti-Semitism.
Grace then introduced student Casey Cosgrove. Casey had opened discussions on Reddit and Discord to ascertain the depth of the issue being shared by students that classes they needed were closed by their registration times. There is a shortage of spaces in Physics 4B, Physics 4C, CHEM 4B, and MATH 2B. Casey shared a list of 98 students needing to enroll in these advanced classes to complete their transfer agreements for Fall. Christina Espinosa-Pieb stated that students needing to enroll in classes that are full should consult the Division Dean.
More sections of these classes have been added. Students on waitlists have been notified. De Anza is struggling with the difficulty of hiring faculty to teach these more advanced courses. Casey requested 1) outreach to the students not on the waitlists and 2) hire more mathematics faculty for 2021-22 academic year.
Qualitative Equity Focused Hiring - Heidi King presented seven criteria/questions drawn from the Padlet activity completed at the meeting of February 23, 2021. She explained that these were the seven that received most thumbs up or positive comments as shown on the Padlet page.
Christina underscored the acknowledgement that equity is the responsibility of each and every classified professional, faculty member, and administrator on campus. The goal is to be intentional in closing the gaps.
These questions/criteria could become questions answered by departments as justifications for their request for a faculty hire. They could also become the rubric for qualitative comparison of position requests. IPBT members (21 members in the affirmative) approved these criteria to conduct qualitative analysis.
The issue of how positions would be categorized for the usual quantitative analysis versus more qualitative analysis to better accomplish equity goals was discussed. Some preliminary points that might be used in this process are:
- Primarily for a cohort program.
- Primarily dedicated to or serves Black/African American, Latinx, Filipinx, Pacific Islander, and Native American students.
- Provides enhanced support to disproportionately impacted students in a non-instructional capacity.
A desire to infuse the hiring process with a deeper commitment to diversity, equity, and inclusion was voiced.
Open questions for further discussion include determining how to conduct the analysis, how we vote, how to ensure transparency, and providing opportunity for a robust discussion to revise decision before presentation to College Council.
